Heading East or West there are many spots all over the coast.
many spots, East from the city the nearest one is ICARAI, there's a small lagoon there, next is Cumbuco, next Pecem, Taiba, Paracuru, Lagoinha, Fleixeiras, Mundau and many more until Jericoacoara and further. West form the city is Porto das Dunas, Ig - Brazil
Rent a car
There are pousadas and hotels along the coast but for profiting 100 per cent of your time here, lodge in the city and do some day trips
Buggy, horse and sail boat rides, mall shopping and visite the inland.
Depending of the standars you want to enjoy calculate from 100 reais day to 300. (generally 1 US is around 2,7 to 3 reais)
Perfection, you have wind all the time and you can chose whether stronger in the morning to lighter in the afternoon and/or stronger the more east you're bounded to lighter to the west

Wind season is June-Dec but during the rain season, it may not rain and so is blowing all the time.
Warm water, not need of a shorty, baggies with a lycravest is enough all water conditions, waves, lagoons, etc
No obstacles, you just have to put the limits because it blows always, so there's a possibility that you will trash yourself kiting by day and partying by night.
