From Puerto Plata (20 min.), take a taxi or if you stay with Hooked Cabarete, somebody will pick you up from the airport.
Small local bus, really cheap and they drive every five minutes.
Or take a motoconcho.
At Hooked Cabarete, you can also rent an ATV (quad) with your apartment for not much money.
Hooked Cabarete. About 200 m. from the beach of Encuentro. Nice apartments for two or three persons with kichen, bathroom, airco, terras and swimming pool in the garden. Relaxed people that will help you with everything.
To eat or go out, try LAX or Crazy West. Good and cheap food and nice people. There is also a good Italian place next to LAX.
There are many other activities. For example jeepsafari's, horsebackriding, snorkeling, wavesurfing, swimming, shopping in Puerto Plata or Santiago.
If you eat in a restaurant, you pay approximately $10,- pp. If you make your own dinner, it is only a few dollars. You have accommodation from about $25,- pp per night. Hooked Cabarete is not expensive compared to hotels or other places.
The strongest wind is from May - August, but also during the rest of the year, there is most of the time enough wind to kite. In November-December-Januari it can rain, but this is mostly at night and after the rain, the sun shines. The temperature is the whole year between 27 in winter and 31 degrees in July and August.
I was there in June and November. More wind in June than in November, but also in November the sun shined most of the times and the I could kite most of the days. The whole year is okay in Cabarete.
The water has easy going waves. Big ones in the morning and smaller ones in the afternoon. The water is warm and you don't need a wetsuit.
The centre of Cabarete has several kiteboarding shops.

Encuentro is the best wave riding spot. More kiters enjoy this spot because of the great and easy going waves and because kite beach is getting very crowded. There is a lot of space and the surrounding is beautiful. It is a very natural environment with no negative signs of tourism. Encuentro is about 2 km. from Cabarete. You can get there by motoconcho, bus or rent a scooter or ATV (quad).
