Just check out http://www.extremewindsurfing.com/ They are right on Lakes Bay and the main causeway that connects Atlantic City to the mainland. I am not affiliated with the shop.
Rental cars are plentiful
Extreme Windsurfing is on the Hampton Inn property. Get an upper level bayside room and you survey the whole bay any time. Low rates mid week but pricey on weekends to due to the gambling crowd. Cheaper places to stay a few miles inland

Atlantic City has an excess of everything for those inclined. Boardwalk, Casino's, night clubs, amusement parks, water parks, fishing, concerts, shows, and on and on
Peak summer weekends, ouch! ($200+/day) but stay inland, or do the camping thing for cheaper rates. If you're a high roller you can stay at one of Trump's places for free (yeah right!)
Think of it as mini outer banks. shallow, no boats, Ocean option. You can kite ESE to WSW pre frontals and thermals. Too gusty if any north in the wind direction.
Have kited there for almost 3 years. April 15 to Novem 15. Iwindsurf has a sensor right on the bay. Lakes bay ranks right up there with the number of kiteable days.
Like outer banks sound just a few degrees cooler. Shortie mid spring and fall, nothin June-Aug. Kite upwind about 1/2 mile to the marsh and get waist deep dead flat water for trying new tricks
Nothing that isn't obvious. Wooden stick boat channel markers stick about 8 ft closer to shore. Lobster pot bouy's don't effect kiteboards but could get tangled in lines of a downed kite. Overall a very safe site
There is a fairly established local crew that will show up by 3 pm on any good southerly day. Most will launch from Kite point

Stay upwind of the north shore, respect the windsurfers (they all sail from the Hampton Inn), this is sin city junior (hold onto the wallet).
This place has a lot for non kiters to do. I think its one of the best kite spots between Dennis beach and Avon. You don't fly in here just to kite but if you're here for other reasons it is a great place to sneak in a session.
Kite point is about 1/2 mile east of the Hampton Inn on blackhorse Pike (causeway connecting Altantic City to the mainland). Turn right into Bay One Office building and just continue past onto sand road. Lauch is tight at high tide but no hard obsticles. Experienced kiters sometimes launch on either side of the Hampton Inn, during (stable) side on conditions
